FAQs
Drug Policy
As you know, Apsara is taking place in Hungary. Every country has its own rules and regulations, and we believe it’s important for you to be well informed about Hungarian laws. We want everyone to arrive at the festival safely, enjoy their time here with all of us, and return home peacefully.
Drinking and driving: there is a zero tolerance policy in Hungary. That means you can’t drink ANY alcohol prior to driving.
Drug Policy: You are not allowed to possess any (narcotic) drugs or psychotropic substances.
In 2025, Hungary introduced stricter laws governing drug use, possession, and distribution. These measures are part of a broader effort to uphold a zero-tolerance policy and reduce drug consumption, particularly among the youth.
- Diversion Conditional on Cooperation
To avoid criminal charges, drug users must identify the source of the substances.
Diversion is limited to two instances — any subsequent offense results in automatic prosecution.
Giving false information or naming someone falsely can lead to further legal consequences for making false accusations.
(2025 Act XIX; Penal Code §180/A and related amendments)
- Criminalization of “Designer Drugs”
The use of new psychoactive substances, such as synthetic marijuana, is now classified as a criminal offense rather than a minor violation.
(2025 Act XIX; Penal Code §§184–185 amendments)
- Stricter Penalties Introduced
Revised sentencing guidelines include:
- Possession for personal use: 2 to 8 years in prison if diversion is not approved
- Distribution: 5 to 10 years, with sentences of up to 20 years for large-scale operations
- Importing or transporting drugs: 2 to 8 years, increasing to 5 to 10 years if done for financial gain
- Repeat offenders are no longer eligible for parole.
(2025 Act XIX; Penal Code §§176–186; new rules on recidivism and aggravating factors)
- Asset Forfeiture Measures
Property involved in drug-related offenses is subject to confiscation and may be claimed by the state. This includes: Vehicles, Real estate and equipment such as phones, laptops, and other devices
(2025 Act XIX; Penal Code §74/A and related forfeiture provisions)
- 72-Hour Police Detention
Authorities are permitted to detain individuals under the influence of drugs for up to 72 hours if they are found in public and considered a threat to themselves or others.
(Act XXXIV of 1994 on the Police, amended by 2025 Act XIX)
- Constitutional Amendment
Hungary’s Constitution was revised to state:
“The production, use, distribution, and promotion of drugs is prohibited.”
This change enshrines the zero-tolerance approach in the country’s highest legal framework, making any future attempts at liberalization much more difficult.
(15th Amendment to the Fundamental Law of Hungary – April 2025)
- Does this Apply to Foreigners?
Yes, Hungarian laws apply to everyone on the territory of Hungary, regardless of nationality.
Foreigners are subject to the same procedures, penalties, and asset forfeiture as Hungarian citizens.
(Based on general territorial scope of the Penal Code and Police Act)
- Important Notice for International Visitors
This law applies to everyone that visits the state of Hungary.
Hungary now enforces one of the strictest drug policies in Europe.
Whether you’re a tourist, performer, or crew member, any drug possession or use can lead to severe legal consequences. Zero tolerance means no exceptions and no second chances.
- Be Prepared:
Always carry your driver’s license, passport or ID, and the contact details of the nearest Hungarian consulate. You are entitled to legal representation and a translator at all times. Never sign any documents you do not fully understand.
- Let the music be your drug, and you should never worry at all!

Pets
We strongly advise not to bring pets. Pets can bite people and a festival is not a good habitat for an animal. If you do bring your animal(s), you will have to sign a paper to declare your full responsibility for them. Dogs should always be on a leash on the festival site (no exceptions). Keep in mind pets are not allowed near the dancefloor area. Bringing your animal there can lead to exclusion of the festival!
Weather
Before going to the festival, checking the weather in Hungary can give you an idea of the conditions on the festival. Csobánkapuszta is a small village in the northern, hilly, part of Hungary. Expect a temperate continental climate. The weather in summer is relatively warm. On average the days are around 25-28°C and the nights between 14-17°C. It can be a full week of sun, but thunderstorms can happen as well. So make sure to prepare for the possibility of rain showers.
